| One of the mandates of IIDS is to provide theoretical and empirical research on the remedies and policies against exclusion-linked inequalities, deprivations, poverty, inter-group conflicts, policy promoting social inclusion and the denial of equal opportunities and human rights. |

IIDS has been consistently providing the Ministry with inputs regarding the current debate on reservation for the private sector in India. It was due to the constant feedback provided by IIDS to the Ministry that it was awarded three projects which have been completed. They are:
‘Scheduled Caste- A Profile 2004: A Documentation on the Status of Scheduled Castes’.
‘Nature and Forms of Reservation & Affirmative Actions Policy in Government and Private Sector in Selected Countries for Discriminated Groups- A Review & Draft Proposal for Private Sector Reservation in India’.
‘Government Concessions, Subsidies, Tax Exemptions and Other supports to the Private Sector by Central and State Governments’. |

The draft report on ‘Scheduled Caste- A Profile 2004: A Documentation on the Status of Scheduled Castes’ has already been sent to the Ministry. IIDS is now awaiting their comments and suggestions on the report. It is also hoped that the findings of the report will be included in policies of the Ministry in the near future. |

IIDS was invited to a meeting with Ms. Miera Kumar, the Minister of Social Justice and Empowerment, GoI, on ‘Reservation Policy for the Private Sector in India’. In the meeting, the Director of IIDS, Prof Sukhadeo Thorat had a extensive discussion with the representatives of the apex policymaking body of the government and also presented the Minister:
A Proposal for Reservation in the Private Sector; and
The copy of IIDS Publication titled, ‘Reservation and Private Sector: Quest for Equal Opportunity and Growth’, (Edited) by Sukhadeo Thorat, Aryama and Prashant Negi. |

In the Conference organized by the Ministry of Social Justice and Empowerment, GoI, on ‘Reservation Policy for the Private Sector in India’, Prof. Sukhadeo Thorat presented the Key Note Address titled, ‘Reservation in the Private Sector- Why and How’.
IIDS also prepared a Memorandum of Understanding and submitted the same to the Ministry in view of the fact that the Ministry is an apex policymaking body of the GoI and it does not have a research wing of its own and also to regularly provide research inputs to the Ministry on issues related to the development of the marginalized communities on a regular and consistent basis. |

The Institute is presently undertaking a project titled, ‘Rural Housing Scenario and the Gap in Demand and Supply in the States of Orissa and Maharashtra with special reference to Scheduled Cates, Scheduled Tribes and Others’ for the Ministry. |

IIDS gave suggestions and comments for inclusion in Mid-term Review of the 10th Five Year Plan flowing from the provisions in the Common Minimum Programme with respect to Scheduled Castes and Scheduled Tribes to the Planning Commission, GoI. Martin Macwan and Sukhadeo Thorat also contributed in their capacity as Members of the Advisory Committee in Social Justice Division, Planning Commission. |

IIDS also presented studies on (a) Persistent Poverty and (b) Human Poverty to the Social Justice Division of Planning Commission. These studies are being utilized by the Division for their poverty related policy issues. |

IIDS made a preliminary presentation of its research project, ‘Dalit Human Development Report’ to the Planning Commission, GoI for their suggestions and comments and also for sensitizing them towards developing a Dalit focus in their policies. |

IIDS had a detailed interaction with Dr. Rohini Nayar, Advisor Planning Commission about the Dalit Human Development Report in general and about the study on Human Poverty and Disadvantaged Groups in particular. |

Professor Thorat worked as Member of CABE on Financing of Higher Education and provided inputs on financing of education for the marginalized social groups in India. |

Professor Abhijit Sen, Member, Planning Commission gave a lecture on, ‘Liberalization and Small Farmers’ in a Workshop on Dalit Empowerment, Liberalization, Human Development and Civil Society’, 29-31 March 2005, West End, New Delhi. |

Dr. B.L. Mungekar, Member Planning Commission chaired a session in a National Seminar on ‘Civil Society and Approaches to Dalit Empowerment’, September 24-25, 2004, Hill View, New Delhi. |

The Institute wrote a chapter titled, ‘Development of Marginalized Social Groups in Gujarat’ for the Gujarat State Development Report. |

The Institute wrote a chapter titled, ‘Exclusion and Discrimination – Civil Rights Violations and Atrocities in Maharashtra’ for the Social Justice Report of the Maharashtra State. |

The Institute undertook a project titled, ‘Human Poverty among Socially Disadvantaged Groups’ for UNDP, whereby, it helped UNDP to develop suitable insights into the causal factors of poverty among the disadvantaged social groups. |
|

The Institute made a presentation to UNICEF regarding Children’s Exclusion and Discrimination. It was then awarded a program on Children’s Exclusion and Discrimination – A Program of Social Inclusion in Multiple Spheres, which is currently being undertaken by the Institute. |

The Institute helped DFID to develop a Dalit perspective in its PACS Programme. |

IIDS provided feedback to some Members of Parliament on the issue of reservation in the private sector in India, on issues pertaining to the budgetary allocations for the marginalized communities and other related issues concerning the marginalized communities. |

IIDS and ISI jointly organized two meetings with the Members of Parliament to apprise them on number of issues related to the marginalized communities before the commencement of the Parliament session. |

The government is engaged in developing some sort of reservation policy for the private sector in India. IIDS has contributed positively by providing and sensitizing the government, the civil society organizations, the Dalit NGOs, the activists, and the public in general with inputs regarding the issue of reservation for the private sector in India. |
